When making Heretic II, the developers at Raven had originally planned on having an imp as one of the monsters that you would encounter. Over time, they abondoned the idea, but the AI was already inherent within the game's code, they just never developed a model.
trix[i] used Green |E|lf's Model Converter to import the Imps from Hexen II into Heretic II, and they are now utilized in The shadowlord's Mod, Siege. So long as you have the model, these imps are fully useable in Heretic II Single Player maps, as well.
Note: If you are running a coop server and you have a map with Imps in it on your server's maplist, any players connecting to the server with have to download the imp just as they would any skin, texture, or map.
